The Issue
In the UK children and young people with neuro-disabilities are often failed by society and the criminal justice system. There is an over emphasis on costly incarceration and secure care facilities, and a lack of understanding of neuro-disabilities and their potential impact on young people. Assessments and interventions are poorly timed and have led to a system where children and young people are not properly screened for conditions until they enter a secure estate. By which time such young people are in a cycle of reoffending (see appendix 1).
Calls to Action
- Wider recognition and understanding of neuro-disabilities in children and young people across health, social, education and justice agencies.
- Earlier assessment and intervention of neuro-disabilities in children and young people before coming into contact with the criminal justice system.
- Screening for neuro-disabilities in children and young people at earlier stages within the criminal justice process.
- Adoption of neuro-disability assessments when developing offender management plans to ensure appropriate neuro-rehabilitation is provided.
